The a p p l i c a n t , O r v i l l e Cephas is a Jamaican of 31, Young S t r e e t ,
Spanish Town. He is a t a i l o r by occupation. I n an a f f i d a v i t
executed on December 3, 1975, he s t a t e s t h a t he h:is been t o t h e
United S t a t e s ; t h a t on Sunday the 30th' November l a s t , he was a r r e s t e d
a t Vernamf i e l d i n Clarendon ~ind taken t o C e n t r a l Polic e S t a t i o n ,
Kingston. In paragraphs 3, 4, 8 and 9 of h i s a f f i d a v i t he s t a t e s ,
r e s p e c t i v e l y , a s follows:
3 • s f That I was shown no warrant f o r my a r r e s t and
no warrant was read t o me.
4 . If That I was informed t h a t I was wanted i n the
United S t a t e s of America on a charge of murder ,
8. " That I am n o t i n v o l v e d i n any murder i n t h e
