The circumstances giving rise to this application are, to say the least,

The police report that on April 14,2000 a party of policemen were on

operations in West Kingston. It is ,alleged that they came under fue from

gunmen. They returned the fire. Jyice Allen, a young girl aged 13 years,

was fatally shot during the crossf~e.
